The next potential energy sphere is located east of the Weeping Willow by the lake. Move east from the teleport to a small pond, next to which you will see a ball.

Run east from the previous location and you will see an orb on the edge of the cliff. To solve the riddle, you will have to hit the rings several times.
First, go to the mechanism and pick up the xenochrome octopus skill, then stand under the golden sign and aim at the sphere. In addition to the target circles, there will be platforms that can either help or hinder you from getting into the ring.
