Important clarification: in order for Taillefer to appear in Petrichor, you must first complete the quest "Echoes of the ancient world", with the Melusines in Elinas.
Taillefer appears in the middle there, appearing in Petrichor immediately upon completion of the quest. There is no need to waste time in the game or wait for a server reset.
