You can begin the quest Clockwork: Mr. McCoy in H after completing the Reconstruction mission chain Morning Dew Residences clan of Oaks, where the story campaign took place.
Where to find Mr. McCoy
Use the spatial anchor in the Dream Lord's hall and go to his office. Near the bookshelves on the left you will find Mr. McCoy with lost emotions and memories.
